"Why provide a phone number if you don't answer it"

This is the second time in 2 years that a small parcel has failed to arrive but that is not my real frustration. No one will even answer the phone as was the case last time. Why provide a phone number if you don't man it? Surely someone must be trying to improve your service. Reading and responding to all the reviews would be a good place to start. And what is the common thread? Why doesn't someone answer the phone. Get a grip Royal Mail. .
