"Why is the phone engaged for 8 hours a day"

I have spent many hours trying to phone this office. It's either engaged for 8 hours solid or it's not answers at all. Making it damn near impossible to arrange a re-delivery or make a complaint. Why bother publishing a number that's useless it wastes my time, makes me angry and then you wonder why I bite your head off if by some remote chance you actually pick up the phone. Get it sorted an perhaps you'll get some good reviews..
